Napoleon would be the most feared foe because he had brought so many countries to their knees including the Purrsians! Napoleon would definatly be tougher to beat.

I think Hitler, because England had weakened itself and the leadership was in the mode of appeasing Hitler until Hitler had gained so much power that war was necessary. England fought Hitler for the first years of the war not war ready. And airplanes made a difference. Sea battles may be won and lost and still England had the protection of the English Channel against invasion, but airplanes and the U-boats not only made the sea lanes vulnerable in a new way, but the airplanes could reach England's land. So it was a warfare with potentially disastrous results. Consider the occupation of the Channel Islands for a look at what England faced.

Napoleon. France had almost always been an adversary and more often than not an enemy. At th height of the Brirish Empire there was only one real competitior for its more important territories and that was Naopoleon's war effort. On more than one occasion the french interfered in British Colonies and almost sparked a war in thailand that would have really exploded thoughout the region, the Siam king sided with the british and paid a large sum of money to the british (to stop them invading). The French actively interfered in India and throughout the middle east. Take a look at the napoloenic-war forts that were constructed and survey the changes made to existing forts and castles around the coast. Also given that at the time the French were particularly despised. The French under Napoleon were always seen as a real threat to british sovereignity.

The british were very worried about Hitler but certainly not frightened. On more than one occasion before World War II got into gear certain Germans came to the British government and asked for help in nullifying his power or getting rid of him. For some strange reason they never made serious attempts to assasinate him, rather strange behaviour if they were frightened of him. In reality Hitler never wanted to invade Britain his efforts were very limp wristed and if anything he saw Britain as a post war ally. Germany controlling the land and Britain controlling the sea. Hitler was never seen as a challenge to british sovereignity but was seen as a real obstacle to peace in mainland Europe.

Hitler since he was a psychotic dictator only interested in world domination. Napoleon wasn't all that bad. A he conquered but never dictated most of the countries he conquered. B he gave Europe a legal system (the code Napoleon) that is still encompassed in most European constitutions. He gave us such things as regulated divorce, public registry, etc. He was indeed no good guy but he wasn't evil either.

Napoleon. Because they were fighting him for 14+ years. Hitler they only fought for 6 years.

WWII certainly did more damage to England itself with the bombings.

Napoleon never formulated plans for an invasion of Britain, pre-occupied with mainland europe.

Britain was drawn into the Penisular war through protection of allies Portugal, but due to her superior Naval force, and destruction of French and Spanish Navies at Trafalgar, Napoleon could never have posed an invasion threat.

I would say Hitler. He had the capability to inflict more devastation from the available technology. Also, Hitler was going for an aggressive world control. So, he was probably more of a threat.
