i I read through the 12 or so answers....ALL WRONG!
You need a VGA to TV converter to change the signal so it can be read by the TV monitor.

The input behind your TV, where you are plugging in the S video also has a standard video hookup, (the yellow one). Make sure there is nothing plugged into it. Some TV's dont like it when you have the s video and the standard video connected at the same time, on the same input channel.
Side note:
Just remember one thing, when you do get it working on your TV, it is going to look horrible. Your PC is sending a high resolution signal, and your TV is not capable of displaying that. (Unless it is a High Definition TV, and therefore you will still have a bad picture because S video is the wrong cable to use in this situation.)

Check the settings for your graphics card, especially the SVHS output.
Make sure it's enabled.
Check that it's set to provide the correct TV system output as well, if ther is a setting for it.
For the UK this should be PAL.
You do know that you'll have no sound from the TV?
The SVHS cable only connects the video side of the signal.
You need extra cables to connect the audio.
The picture quality will be rubbish compared to the computer display.

Is your tv set to the proper input channel? If so I would double check that you have the display settings set correctly to send out the signal.
Also, you might want to try a reboot, sometimes if the computer doesn't start up with the s-video connected already it won't send the signal.

Click the number 2 monitor, then near the lower left of the display properties window, check the box that says "extend my desktop", then click "apply". That's just the basics to get you going. To change the way you view it (same or ext. screen) use the "Advanced" tab AFTER you follow the above directions.

if you have a good graphics card you should have a tv out put on it and they should of provided a lead which fits from your graphics card to your tv
