We the People decide(s?); those of us that can spell, vote and reason. Partly kidding , of course. And what the hell is a 'blunt'? If a blunt is marijuana, then it is legal in many places so if thats a great concern go see a doctor to get a prescrition or move. Also, purchase an English dictionary.
