remember the next year it only goes up 2 febuary 28

My brother's birthday is Feb.29th so he will either celebrate on Feb. 28th or March 1st depending on what's going on that year (family schedules and such).

Since February 29 is the day after February 28, the natural thing to do would seem to be to celebrate the birthday on March 1, which is obviously the following day in non-leap years.

Laws regarding legal priveleges or responsibilities based on age would undoubtedly not consider a person to have reached the birthday by February 28, which is always a day short, regardless of the year or the age.

As to when you want to eat your cake, that's up to you.

You would celebrate it on either February 28 or March 1.

I guess you'd get to choose: The Last day of February (Feb 28); -OR- The day after February 28th (March 1)

Or, you could always say, on Feb 28, that your birthday hadn't arrived yet; and then say on March 1, that it had already passed.

I have a friend that have that date of birthday and she celebrate her birthday on March 1 during ordinary year.

You could celebrate it Feb. 28 or Mar. 1, because it will correct itself every four years. Just celebrate whichever you like.
Since you're a February baby, if it were me, I'd take the 28th.
