At least parts of Spain were Islamic for many years, governmentally, architecturally, and culturally.

At one point in the middle ages, the Saracens, or Moors from North Africa ruled the entire Iberian Peninsula and were only stopped at the Battle of Poitiers in Central France in 732. They were driven out of Spain in a sort of long lived crusade where the object was partially Christian warriors defeating and expelling Muslims, and partially obtaining landed estates.

Some of the loveliest architecture in Spain is Moorish, even the Alhambra. There are also many, many words in Spanish that derive from contacts with Arabic that lasted seven centuries. Do you like cus-cus? Do you have a sofa? If not, possibly a divan.

During the Moorish period, Spain possessed a great scholarly tradition in the hands of Jews and Moors. When the Muslims conquered the Mediterranean Basin, they took town after town in North Africa where there were communities of Greek scholars who possessed the classic Greek texts. These the Arabs translated into Arabic and studied. And in Spain Aristotle was translated from Arabic into Latin, the language of scholarly Europe. The "New Learning" of the Twelfth Century came almost entirely from this source.

In all of the Spanish peninsula, never.

In Andalusia, perhaps the Muslim population had a slight numerical superiority in the 11th century, but by that time the Reconquista was well underway and overall the Muslims were in retreat.

By 1250, the only part of Spain held by Muslims was Granada, a mountain stronghold that held out for almost another 250 years.
