well it all depends, If you have found the $300, KEEP IT. but if your the person who lost it and it was returned, YOU ARE SO LUCKY.
the answer to your question is basically if you need all $300 for something then obviously you cant give them anything, but If you can afford to throw money away by giving it to people then it could be $1 or $100, its your money, if they are good enough to return the money then they should have the warm fuzzy feeling of helping someone out for the gratification of doing the right thing
