My tomato and hot pepper plants have taken a frost. Is it safe to eat them? Also, when is the best time to transplant perrennials? Spring or fall?

They're safe to eat (refrigerate asap) but they probably won't be of very good quality.
Either time is good for transplanting perennials, but if you do it in the fall, make sure it's early enought that they'll have time for some root growth before the ground freezes.

some cherry tomatoes tolerate light frost, pepper plants usually die at 32 degrees, you can usually tell if a tomato is o.k. to eat by the internal smell.

If you squeeze the tomatoes and still firm (yes),Frost doesn't hurt the fruit or vegetables. If you have brown spots on any of them don't eat.
