do i cover the vents with insulation than put drywall over or don't put ventilation over and cut thru drywall and leave them visible?

they are vents in the ceiling cut thru the roof for ventilation of the house.i had a professional come in for an energy audit and they put insulation in the attic floor and put in the vents.

Need more info..what kind of vents? What are the vents for? exterior, sophet.....Where are the vents located? I am assuming by the word 'Finish', that this will be an extra room..Thus meaning that there will be another form of venting as in window, air conditioner etc..In that case you will want to remove the vent entirely and patch the holes and roof..In some cases, prior to finishing interior attic walls... and the term escapes me at the moment...you vent the 'eve'..along the peak of the roof, providing a way for the air to circulate between the exterior and finished interior walls..but that involves a new roof etc..so the throw back being less ventilation, higher bills, as ideally you allways want air circulating, there are several cheap venting solutions for home owners who want to add on attic rooms without the additional construction required for proper venting..but I don't see you having exposed vents on your 'Finished' attic ceiling......

If what you are talking about are those little flat metal attic vents near the roof;'s ridge you should stuff insulation in them and cover over with drywall. Then you need to go up on your roof and pop-rivet metal over the openings. On second thought, instead of insulation maybe some of that spray-can foam might work. You might want to read the instructions on the can and see if it's waterproof? Good luck.

Cut your insulation and drywall around the vents. They need to be exposed so they can "Vent" or "Breath"
