what was that bill which was not passed? what are the positive and negative effects of CC outsourcing? do you think the US is only using it to dominate 3rd world countries and to display its power as a country?

Hoping you mean from the US, as my answer is going to suck
otherwise:

- It substantially decreases the cost of support, order taking, and other types of call center activity
- It decreases (debatable how much) the quality, as accents and cultural differences make for a less satisfying experience
- It takes away jobs from the US and moves them elsewhere, but makes products cheaper and companies more competitive, the normal globalization pros and cons. There are winners and losers, as always

Do you mean outsourcing to India? If that's the case, the impact is clear and decisive. Less jobs in the US, cheaper for the companies. customer service reps who do not speak a clear English, customer service reps who mess up accounts. American bank employees ripping the hair out of their heads trying to correct mistakes

There are two impacts to the US from outsourcing.
1. the US looses jobs that pay from $8 to 20 per hour with the accompanying problems-unemployment etc.
2. we, the consumer, are stuck with CS reps who do not understand our language, customs, etc.
this problem has been occurring for 20 plus years in manufacturing.
