How can I send instant messages to others chatters in yahoo chat rooms?

when I double click on a user's name to send them and instant message in the yahoo chat room, a box appears. I can type my message in the box, however, when I click on the send button or press enter, the message is not sent! How can I solve this problem?

It could be that they are blocking Private instant messages as well, Other than that i don't know. Sorry
