That is not really the right way to go about it.

The right way would be to keep the network secure, and give them access to it.

You could tell them what the password was, and then change the password when you are done letting them use it. Of course, you should only do this if you trust them and whomever else has the ability to use their computer.

If your wireless network only lets certain computers access it based on their "hardware address", find out what the hardware address of his Wi-Fi card on his computer is, and add that to the list of ones that are allowed to access your network.

That should be all you need to do. Most wi-fi networking manufacturers have downloadable PDF copies of their user manuals on their websites, so if you lost the instructions that came with your wireless network device - you can download it, and look it up. You might find the info you need on their support web site too, and not even need to download it.

However, if you mess up your settings, you will not able to access their site. So, probably best to download it.

Get connected to what? You shouldn't have to disable any security settings for someone else to use your network. Just tell them your network password. If you disable security features, assuming your using windows OS, your opening your computer for anyone to steal content or your identity. If you want your neighbor to just have access to the Internet and not your computer, there are settings for that too that need to be considered. Your question is too general to give a specific answer because you didn't state exactly what it is your neighbor is wanting to access. I'm assuming you don't plan on letting your neighbor have full access to your network. That would be foolish.
