Place a stamp of over due on your forehead and on your back... for a raise........... use shredded paper as steamers over the top of thedoor. place cobwebs over your desk to make it look like you haven't used it in awhile. make jello and throw some speghetti into it before it is all the way settled, place it on your desk and off it to people. buy those little black plastic spiders and drop one in each spot in an ice cube tray and make ice with spiders in them.

For cheap quick changes, cover everything with black trash bags (cut them open first) and then decorate. Use the fake webbing and get some streamers.

Most bang for your buck: replace the existing ceiling lights (I'm guessing they are fluorescent) with green lights.
No one will be able to see to get any work done, but they should all be busy admiring each others costumes and eating cookies shaped like pumpkins and spiders!
