It is very loosely based on the story of Ed Gein, a murderer from Wisconsin in the 1950's. Gruesome stuff - read the links for details. My uncle actually saw the guy in prison in the early 80's, when he was doing electrical work there.

Both Norman Bates, from Psycho, and Buffalo Bill from Silence of the Lambs were also loosely based on Ed Gein.

It's VERY loosely based on the story of Ed Gein, who also inspired psycho. He grew up in isolation in TExas with his brother and controlling mother. He was socially and emotionally retarded, thus couldn't relate to other people and develop relationships, which his mother disapproved of anyway. After his mother's death, and his brother's mysterious dissapearance (it is suspected Ed Killed him), Ed became a recluse. When police investigated his home years later, they found the decapitated body of a woman hanging from the ceiling, a lampshade made of human skin, a belt made of nipples, and other preserved human organs. Gein was a grave robber, and occasional murerer. After his conviction, he lived out the rest of his life in a mental institution, and was a docile and kind inmate.
