What super-villain would you vote to be the No. 1 greatest comic book super-villain of all time? If you have more time for more detail in your answer other than just a name, please tell us why you vote this villain as the greatest.

Lex Luthor.....

Lex Luthor is the undisputed master of Metropolis and lord of all he surveys. Yes, there is a mayor, a governor and a President of the United States, but Luthor is a law unto himself. In his mind there is no good or bad, except what's good and bad for Lex Luthor. If he wants something, he'll have it, either buying it outright, bribing someone to get it for him or systematically removing all obstacles between him and his goal. In a world where the corporate web weaves through everything in ever-spreading strands, Lex Luthor is emperor.
Although he started life as a poor kid in poverty-stricken Suicide Slum, young Luthor's dangerously brilliant mind was already working to find a way out. When, at age fourteen, his parents were killed in a mysterious auto accident, their sizable insurance policy (which conveniently named Lex as sole beneficiary) brought Lex his first quarter-million and the chance to be the youngest student to ever enter MIT. The aggressive young inventor amazed all his teachers and graduated three years later with a master's degree in science. The money he soon made from patenting his inventions made him a billionaire by age twenty. Through his late twenties and thirties Luthor's pace continued unabated. Anyone who got in his way was crushed and swept away. To keep up a benevolent front, Luthor donated millions to Metropolis, buying the city hospitals, parks, opera houses and art museums, all named for him. He brought industry and prosperity to Metropolis, eventually employing two-thirds of the city's work force among his many companies.

Now in his late forties, Lex Luthor is generally regarded as a hero. Thanks to his battery of lawyers and "pet" city officials, it would be nearly impossible to connect him to any crime. He's careful to keep his hands clean, delegating the dirty work to subordinates. And yet, there's one thing he craves above all else: the death of Superman. Because he cannot control or own Superman, Luthor is obsessed with destroying him. To Lex, Superman represents free will. Inspired by Superman's selflessness and nobility, the people of Metropolis could begin to think for themselves and turn against a self-styled demigod like Luthor. And above all, what really galls Luthor is that he had to buy the city's love and loyalty, and Superman got it for free.

When Wizard did their "Greatest Villain" list, they listed Joker as #1. Personally I think he is high on the list but for me the Greatest Supervillain of All Time has to be:

Emperor Palpatine.

This is a man who was introduced in "A New Hope" as a ruthless dictator... and is one of the few characters that got MORE bad@$$ when episodes 1-3 were made.

In Episode 1 Senator Palpatine is portrayed as care yet ambitious. A man who wants to see his planet flourish, doing whatever is politically necessary. But at the same time we are introduced to "Darth Sidious" who bears a striking resemblance to The (future) Emperor. This man is more or less evil incarnate. Not the "destroy the world" evil, but the "soul corrupting" evil that is more... insidious.
As Episodes 2 and 3 progress we see Palpatine and Sidious (now revealed as the same man) grab power, play people like pawns, orchestrate a war on a galactic level, play all sides against each other, and seduce the "chosen" Jedi to the dark side.
Palpatine takes evil to a level few other supervillians are capable of. He is directly responsible for the enslavement of entire planets, billions of deaths, and the corruption of countless souls. And he does this by embracing very human desires and attributes, such as desire, greed, lust for power, anger, hatred and cunning.

The Joker from the Batman comics. I would say he is at or near the top because his first appearance dates all the way back to the beginning (1940) in Detective Comics and has lasted through to today. His character is easily modified to fit the modern era (i.e. Jack Nicholson) and of course has the usual charisma and magnetism found in your lead villains.

Bainiac is the greastest of all supervillains. Time and time again he has been brought against Superman and above anyother villain in Superman's rogues gallery, he truelly has what it takes to kill him. Brainiac is ruthlessly intelligent, being an extremely highly advanced AI of the most powerful supercomputer on Krypton. Without any manner of remorse, he led the entire planet fade out of existance with only its vast wealth of information surviving. He proceeded to do this same atrocity to countless other planets before be faced with Superman. And this couldn't be allowed for only he, with all of Krypton's information, could be allowed to live as the last survivor of Krypton. Defeated, Brainiac manufactures numerous manners of survival through the implanting of his digital mind in multiple back-up systems, to even going back in time to eliminate Clark Kent before he even has become Superman. In Brainiac's eyes, and mechanical mind, he is the only one worthy to exist.

Galactus from the Fantastic Four / Silver Surfer Comics...

He DEVOURS entire solar systems to fuel himself....the Silver Surfer is a creation of Galactus as a herald to search out and find new planets and systems for him to consume.....Silver Surfer found earth and them fought against Galactus to save the earth.

Galactus is pure evil....he cares not if the planet is inhabited by life forms or not. He is self centered on his consumption of entire worlds and systems and is very powerful.....and pure evil in his disregard for life.

Apocalypse, because he is the embodiment of pure, unabashed evil. Magneto at least has a purpose behind his evilness, but Apocalypse simply wants chaos and destruction.

Joker because he was the first villain to verse batman. Batman was the greatest hero of all time. Joker was the best fighting super villain. He always used to sneak up on the batman and beat him. But, he always used to fight back and claim his victory. Batman always ended up being victorious. Please give me the ten points because I need it to beat someone in yahoo! answers. Please! I introduced and explained the Joker very well! please~!
