Yes, after you back them up on a cd or dvd disc then of course you can delete them from a hard drive, regardless if it's an external or not.

FYI, just make sure you check the disc first to make sure it works.

Yes, you can, once you're confident that the files have transferred correctly.
The external drive will behave just like any other drive... assuming that you're running a recent version of Windows, you can delete your files using Windows Explorer... or the equivalent in any other OS.
