I say Bush.
In Hitler's day, the clampdown was very physical in nature, crude and primitive, directed by the government, with truncheons and jackboots and visits to news offices in the night with molotov cocktails.
Today, the media is manipulated by the embedded economic threat from the highly vocal blind nationalism of Bush's 30 percenters. (See Dixie Chicks radio station debacle for case in point.) Bush manipulates the media very simply, by lying to his base -- a very clever, bloodless and circuitous route to censorship and suppression of the truth. (See comments on yahoo answers about the display of US soldiers' coffins.)
