Tulips planted now will bloom in the spring. Daffodils will do the same. Other good perennials are daylilly, yarrow, mums, lily of the valley, hosta-for shady areas, cone flower, sedum, sage, oregano, thyme, chives, poppy. There are lots more, but these are all hardy and grow well for me. I live in MI near Ann Arbor.

Now. Tulips are planted in the Fall if you are in a four season state. The tulips will bloom in the Spring. Some early blooming perennials which are great Pulmonaria (lungwort) and lavender which serves as both a flower and an herb. Pulmonaria is a very early bloomer with little bellshaped flowers that bloom in shades of pink to dark purple. Foxgloves are biennial but reseed themselves. Checkered lily is also quite unique. Windflowers (anemones) are lovely and bloom in the spring. You can plant any of these now but hurry. Some of these other plants cannot be purchased at this time of the year.

Tulips work best planted in the fall. They should produce the first spring, but will get fuller and multiply each spring. Planting perennials depends on the size of the bed, amount of sunlight and type of soil that you have. Also do some research as to how various perennials spread. Some are very invasive.
Some of my favorite perennials are purple cone flower, peonies, aster, black eyed susan, daffodil, coreopsis, coral bells, delphinium, day lilies, hos ta, liatris, iris & clementis. All of these will do well in zone 4.
Most of these can be planted in the spring. You can check w/your local nursery also. They should be able to give you info about how a plant will do in your climate and how invasive it will be. Be careful about ordering your plants. Do your research about cold hardiness as I have ordered many plants that were supposed to do well in my zone only to find out that the company had streched the zoning a little too far north. For instance, butterfly bush is not hardy in ND, but catalog stated they were. Not. It is very dissappointing to baby a plant all summer, only to have it winter kill. Good luck w/your yard and have fun.

Plant your tulips before the frost. They should come up in the spring. They don't last long, though. Same with daffodils. I'm in IL and have had great luck with daylillies, hostas (except the rabbits love them), spirea, daisies, butterfly bushes, coreopsis, hydrangea, irises, hollyhocks, sage, and lavender. I only plant perennials as I seem to have bad luck with annuals.
