Baby quilts can really be any size - it depends on how it's going to be used. Are you going to put it on a wall, or use it in the crib? What size blocks are you doing, and how many will you use? What are you doing for borders? Standard baby quilt batting is 45" x 60", but you usually want the batting and backing to be several inches larger than the quilt top for quilting purposes. You trim it off later. I've done baby quilts that were 48" x 60", and others that were 36" x 40", and everything in between.

Let's base the amount of fabric on a quilt with dimensions of 40" x 56", made up of 4" finished squares (4 1/2" cut) 10 across and 14 down, no borders. A fat quarter is usually 18" x 22", which means you can get sixteen 4 1/2" squares out of it. You need 140 squares, so you'll need 9 fat quarters. Of course, if you're sewing blocks, you'll need more fabric - the more seams, the more seam allowances, and the more "wasted" fabric.

The baby quilts I have made are usually 4' X 4' because I like them bigger so they last longer. Sorry but can't tell you how many quarters, I buy my fabric in yards.
