You need a locksmith. However if you have any kind of car club like AAA or roadside service plan on your car insurance, they will usually pay for all or part of the cost. Not many people know this. Check your car insurance to see if you are paying for this "hidden" coverage called emergency road service. You can also call a Ford dealer and see if they can supply keys based on the vin number of your car.

1994 taurus' does not have a Passive Anti Theft system. a.k.a. "chip" key.
ford dealers can only get key codes by vin with a 95 and newer vehicle. even then, most 1995 vehicles dont come up either. taurus' seem to have problems even into model year 2002 where in the key code is not stored in the vin decode and is unobtainable.
even if you could get a key code by vin, you have to have a state issued id like a drivers license, and either the registration or title to the vehicle. both MUST match. (name adress etc.) PERFECTLY.
a major inconvenience for most people. it seems as though a 2 dollar key will cause you a major headache..

#1. take your vehicles V.I.N. number to a ford dealer they should be able to look up the code based on the V.I.N. number and cut you a new key, they might ask for proof of ownership of the vehicle so be prepared with your registration and your drivers license.#2. Call a locksmith they should be able to take the lock cylinder out and cut you a new key based on the pattern in the cylinder.#3. got to a store like "AUTOZONE" and buy a new lock cylinder and key setup and have a TRUSTED mechanic swap it in.After you have the problem resolved have a few extra keys cut and put them in places where you know they are.And they sell this little metal box that has a magnet on one side, you put a key into it and attach it somewhere on the car where ONLY YOU knows where it is,I recomend inside the fuel filler door or under the door jamb.

Go to Stealership with registration in hand.
I had a '94 Taurus that needed a tranny and head gaskets replaced. Find a match and toss it in the tank.

Have a locksmith come out. They'll cut you two keys, fit them also. Fee= $25-65.00. If your car requires a chip type key, price and trouble just went up.

have a mobile locksmith that has the right equipment come out to your car and fabricate a key for you. sometimes they have an electronic reader that scans the cylinder and gives them a code, which in turn gives them the key cut depths.
or tow it to a repair garage and have them replace the lock cylinders.
