Our pool has been covered for the "winter". It seems to be losing water but there is no sign of a leak. Could it be leaking underground but not showing up? And how? It's concrete under there. We thought it was leaking from one of the return lines, but it is below there now and still is leaking. Also the liner is only a couple of years old. Can it be refitted to the pool? Thanks in advance.

It's going to be one of two things. The liner is holed or if you have a main drain line, it is.
Just because there's a shell in that pool, doesn't mean that water can't leak past it. There are seams in the wall panels, a joint between the shell and the wall panels and even the concrete shell itself won't hold water. Concrete is actually porous unless it has been painted or some other waterproof coating applied.
You ask about the liner being "refitted", I assume by this that you mean that the bead has popped out of the track at the top? If so, yes, it can be done without removing the water from the pool. A boiling kettle of water and some liner lock is all that's needed. That part of your question is a little vague.
As for the water loss. Two routes to go.
1/ Hire a diver in, to patch it. Most pool service companies have them on staff, for example I sub out to a company I used to work for. The diver will be able to find the leak within an hour and fix it. If it's not a hole in the liner, but a leak in the main drain, he can easily plug that line off. That's it, You can't economically repair that line, it's not worth it. Cost is anywhere from 125 bucks to 300 bucks, depending on if the diver has to wear a dry suit because of water temperature. In Toronto, unless the pool was heated, we're into winetr rates now.
2/Let it drain to the point it stops and look at your new water line. The leak will be at that level. If it's still leaking and you're down to 8 inches of water in the shallow end, it's diver time. If you let it go further and that liner is more than 4 years old or so, you can forget about salvaging it. It will be too late. The vinyl will have shrunk and even if you did find the hole, it'll snap at a seam when you refill. New liner in spring.

Losing water when covered is NOT normal.. The liner you speak of.. do you mean the cover or does the INGROUND pool have a pool liner? If so.. do not understand why it would have a LINER ... at any rate. it sounds as if you are going to HAVE to ask a pool person to come over.. one who knows what he is doing.. I know it can be a bit pricey but it sounds a if you have a problem.... I have had pools for years and have never had that problem.

Greetings!

Allow it to keep leaking until it stops. If there is a hole in the liner it would be visible. The liner is repairable and replaceable.
Need to be patient and wait it out.

Yes it could have a small crack in it - or the liner could of gone bad. Something similar happened to my parents and they had to put in a new pool
