I would suggest the Magic Kingdom Park, just because it's the most popular, so I assume more things will be going on there- more things that the children will enjoy, anyway. EPCOT would also be a good choice, or even Disney MGM Studios. I wouldn't recommend Disney's Animal Kingdom Park on that day, unless you're not interested in the New Year's festivities. Nothing really special takes place there on the holiday.
Here's a list of some things that take place on New Year's Eve...
Epcot celebrates the New Year "around the world" with DJs and evening dance parties located throughout World Showcase and lasting late into the evening, as well as a special presentation of the "Illuminations: Reflections of Earth" lights, lasers and fireworks display
Disney-MGM Studios celebrates New Year's Eve not only with multiple presentations of "Fantasmic!" a spectacular of Disney movies and music, but also with a special "Lights! Camera! Happy New Year!" fireworks spectacular, as well as a DJ dance party around the Sorcerer Hat Stage. Park guests have the opportunity to experience Disney-MGM Studios right up until the New Year officially gets underway at midnight.
The Magic Kingdom features special presentations of the "SpectroMagic" parade and multiple nighttime fireworks displays. "Holiday Wishes" lights up the sky early in the evening, and guests who make it to midnight can see "Fantasy in the Sky" fireworks, which begins just before the New Year kicks off.
At Downtown Disney, Cirque du Soleil will present a special edition of La Nouba on New Year's Eve. Attendees at the 6 and 9 p.m. performances of the show will be treated to a champagne toast, a limited-edition full-color souvenir program and a special grand finale.
There's going to be quite a few special things going on. Ask the children which park they think would be most fun, and then show them this list of special events, so they can decide what they'd rather do on that day.

Magic Kingdom is best to go to with the kids. The crowd will be hideous, but there's no alcohol there. I worked at EPCOT on New Year's a few years ago and it was wall-to-wall people--all intoxicated and spilling all over each other. All of the parks will probably be full to capacity--which means that the gates might shut down at some point; so, if you go the Disney, plan on staying the duration.
On the bright side, the Magic Kingdom is very pretty during holiday time and the fireworks are tops. You'll still be able to find Santa Claus for pictures, too.

I'd have to say MGM studios. When we went for Christmas, we left for home right before New years. They had an amazing firework show planned, besides the usual nightly one. There was fake snow, and Christmas lights everwhere - especially in a lighted countdown display. I think it was the Ozborne light show or some such. I hated that we missed out on it.
Like everyone else says, check out each park to find out what they're doing for that day. You may find something you like at one that will outweigh the others.

Magic Kingdom is fun, especially for those ages, but it will be crowded beyond belief. If you'd still like to enjoy the New Year's party, but avoid the huge crowds, I recommend Disney MGM Studios. They have a huge fireworks display at midnight right by the large Sorcerer Mickey hat at the entrance to the park.

Either Epcot or the Magic Kingdom .Their websites will tell you specific events that are going on, and you could let the kids pick based on that, but theose two parks have the best attractions, etc. and you'd probably have the most fun there.

MK will be shoulder to shoulder. Go to Epcot. The other parks don't usually stay open very late.
