You can give a baby pedialyte at any age, after all its basically filtered water and enzymes to ensure rehydration, but don't self medicate in place of professional care, if the diahrea or vomiting continues for more than 6-12 hours, take him/her to the doctor or ER immediately.

If you are breastfeeding, it's better to just do frequent, short nursing sessions than to give pedialyte. Keep in mind that breastmilk is NOT the same as dairy milk so there is no reason to discontinue nursing during an illness.

It says on the bottle for 12 months and up but if your doctors says it's OK you can use under 12 months. Most of the times doctor will let you use it under 12 months for vomiting and diarrhea.
