The job is not really worth doing very well as it is in an old porch that I am just trying to make look okay until it gets a major overhaul. Any help would be appreciated.

Yes.. That KILZ primer will cover most anything

You could try scrubbing the tar residue off with kerosene.

You could instead get cheap peel and stick vinyl tiles and press them down over the tarry floor. Those kind of tiles are very cheap when on sale and they go down very quickly.

I am not sure any paint will cover over that residue, even epoxy at $50 per gallon..

Use caution, many of the old black tile adhesives contained asbestos. Do NOT sand. Is this a concrete floor? Try a floor patch of the type used to level concrete. Just use a very thin coat.

An oil based exterior paint for porches/floors should cover it. Home Depot has them and you can get them mixed into specialty colors. I bet it will look great once you are finished!

I agree with the above answer...try a latex floor leveler..real easy..real cheap

Yah, Epoxy floor paint. It will cover anything and endure considerable abuse.
