According to the 2001 Census, reported in the September, 2006, issue of the Population Bulletin, the highest literacy rate for both sexes was in Kerala, with 91 percent of the population literate.

The lowest was in Bihar, 33 percent.

India has a sex gap in terms of literacy. Despite Article 45 of the Constitution, which requires free and compulsory education through age 14, nationally the male literacy rate was 75 percent, and the female rate was 54 percent. This gap is India's real education problem.

In Bihar, for example, only 33 percent of females were literate.

However, great progress has been made. In 1951 only 16 percent of the population was literate; in the 21st century, the rate is 65 percent.
