1) Ban all trashy TV shows such as X Factor, Big Brother, Strictly Come Dancing etc.
2) Everyone has to spend at least one year in a job which "deals directly with the public" so that they understand just exactly what it´s like!
3) Withdraw from Europe and invite other countries to join the "British Isles" and sign up to "The Pound"
4) We should join the majority of other countries and start driving on the RIGHT hand side of the road. We could introduce it gradually!
5) Burberry is to be banned.
6) Police will be made to say "´ello, ´ello, éllo" when arresting a suspect.
7) Any immigrants wishing to come to the UK will be made welcome and will receive full funding, provided that they´re over the age of 70 and accompanied by both parents. Any other applications will be dealt with individually.
8) In line with European Law, all food products must be labelled "recommended for oral use".
9) Every UK village will have one "idiot" as voted for by the residents. In London this person shall be referred to as an MP.
10) As "tax" is proving unpopular, it will be abolished with immediate effect.

It does actually, but it's not as concise as you'd like.
Good Q though ... I'll think for a while about that one.
Erm. Nothing like the American one. Otherwise we look really hypocritical. Idealistic preaching is not our style, and nor is paranoia about our government.
Everyman has the right to bear two arms and legs.
Guarantee freedom of the press to censor itself.
Guarantee freedom to criticise the government but call it "Un-British" to do so.
Concoct an elaborate system for electing the head of state that allows him to win with less total votes than his competitor.
Require election for alomst every public position including dug-hunter, santation engineers etc.
Why don't we just copy the American system?

I thought it was based on the Magna Carta (1215) Habeas Corpus Act (1679), Bill of Rights (1689) and various other reform laws since, including the Constitutional Reform Act of 2005. So there is no room to invent a new one.
If it was being rewritten lI would want to avoid any ambiguity as seen in the American constitution that led it to the development of such a dangerous gun culture that we see today, or the erosion of personal freedoms.

I dunno if we need one. The laws cover most things just fine.
I suppose we could put:
Freedom of religion
(we have that anyway)
Everyone over 18 can vote
(have that anyway)
Freedom of speech
(have that anyway)
NOT the right to bear a gun as guns just cause death and misery - look at America.
Equality for all races
(ie Muslims are not more important than Non muslims)
Everyone has the right to a decent job to feed his/her family
(not just the immigrants)
I think our laws have everything else just about covered.
