The most elegant way to do this is look at the factors.
35 = 5 x 7 and 18 = 3 x 6,
Number of students in the school is clearly the product of those 4 factors.
i.e. (5 x 7) x (3 x 6)
But noticing that 5 x 6 is 30 (the new class size) it becomes intuitively obvious that the new number of classrooms must be 3 x 7 = 21.
We have 18 already, and therefore need 3 more.
No multiplication and division is necessary. once you spot this pattern, as multiplication is commutative:
(5 x 7) x (3 x 6) gives the same result as
(5 x 6) x (3 x 7) and you DON'T need to work out that that is 630 and then divide it by 30 to get 21.
NB This habit of spotting the factors helps mental arithmetic; knowing that 12 x 12 = 144, for example, means you can see at a glance that 8 x 18 must also = 144 as must 16 x 9 and don't need to multiply to arrive at that result.
