Use the Alt graphics key at the same time as the "4" key. The Alt graphics is just to the right of the space bar on most keypads.

No. And, unless you have an European Keyboard, you will need to use the Character Map. This has all the ASCII characters that go back to the original PC's and more.
Go to the Start menu>All Programs>Accessories>System Tools>Character Map.
The Character Map with have all the symbols you need and the Key combo you need to use to type in the symbol.
