About cell phones. If someone calls me, and it is switched off, the caller is only allowed to leave a voice message? I can't answer unleast it is switched ON?

If your phone is off then someone calls you then it would go straight to the voicemail.

First of all, there really isn't any such thing as a stupid question.
That is correct. If your phone is off, you can't answer it because you wouldn't even know it is ringing. You can however have the ringer off and decide whether or not you want to answer the call by looking at the number on your caller ID.
