If the kick is attempted the other team would get the ball. The exception would be the case of a bad snap or the holder muffing the snap and falling on the ball. In the latter case the offense would keep the ball and have 4th down at the spot of recovery of the ball. You see this occasionally when a team is kicking a field goal to win at the end of the game or overtime and they want to have the extra down as insurance in case the snap goes awry.

A team can attempt a field goal on 3rd down... For instance at the last few seconds of a game.. However if they miss it then becomes the other teams ball from the spot of the attempt.

only if the snap is fumbled & recovered, if they actually kick it no. I believe they can fake it and retain possesion too but if the ball is kicked it's over unless it's blocked and the recovering team fumbles it back to the kicking team.
