Most publishers have their own illustrators, and would prefer to see just the text. It actually complicates things if you submit a story with illustrations, because if they like the story but not the illustrations, they will reject the package. If they like the illustrations but not the story, they will reject the package. So keep it simple and just submit your story.
To find potential publishers, check out Writers' Market -- it's a huge tome that should be in in your local libary, and outlines the requirements for something like 3,000 different publishers.
When you submit an outline, or a text, include a stamped, self addressed envelope for the reply.
Good luck!

Getting a book published is not easy.
Most major publishers won't publsih you unless you are already published or famous, how can you get published if noone will publish you. That's the trick, you can't.
You can try to find a publisher that specailizes in childrens books. They can and probably will do the illustrations and cover for you. if you can get them interested. Not an easy task.
You can self publsih but that is fairly expensive, around $2000.00
http://www2.xlibris.com/
is a self publisher.
You can self publsih and print if you have the software to set up the book. You neeed Adobe Indesign--Expensive, about $1400.00.
But then all you need is a printer and that is not that expensive.
The last and cheapest option is if the book is ready to be printed and all you want is a printed copy, go to Kinkos or staples.
Do research online for self published authors who may also have some advice.
Good Luck. It's not easy

I don't know about childrens books. You could find a book that is similar to yours, though, and find out who published it; then you can go to the publisher's website and read their submission guidelines (or write to them if they don't have a website). Also, I was told by a graphic novel editor that you should get approval for a book first before contracting an artist; but that was for a 200+ page graphic novel--I don't know about a short childrens book.
If this is your first time writing for publication, prepare yourself for the possibility that it might not be published. Just go into this with the intention of learning how to get a story published--what you must do to increase your chances. That way, you'll benefit no matter what happens.

Go to the library. Pick up some children's books similar to what you have
written and find the publishing company address inside. Send them a
copy of your book. They have artists to do pictures, just send the text.B sure
to include a self addressed stamped envelope too. They will write you back. Good luck.

have someone proof read the book first (checking for spelling and sentence structure errors). make sure you get your work copy writed before submitting it to any publishing agency.

you can do your own artwork.. or contact a local art school/class for some "free" help.

Get the text proofread first. "I have wrote....." is incorrect grammar, there may be similar errors in your stories.
