Uh, no. When I was stationed in Korea we had an American flag flying over the base too. Does that mean Korea is a US territory? Never mind the fact that the US is a signatory to several international treaties that clearly state no country can claim any part of any extraterrestrial body as their own. First/only one there or not.

Whoever plants the most flags by a man....or woman! Wins....so yes at this time the moon belongs to US but we allow the rest of the world to continue viewing it's lovliness, because it's the right thing to do!
