Is there a switch, hub or a series of wires that will allow cell phones to connect to old or new computer monitors?

Not to the monitor, no.
To connect to a CPU (box part of a desktop computer) you would use the same cable you used for connecting to the laptop.
Unless the cell phone has bluetooth capability and you've got a new computer with bluetooth, or Infrared ...
You will need a cable with the correct end for the relevant cell phone, and on the other end there will usually be a standard plug called "USB" that will plug into the computer end (on modern computers). There are lots of phones out there so lots of cables and they can usually be bought over the internet. You may also need some special software from the phone's manufacturer. It's worth having a look at the phone maker's web site.

No. You canb connect the phone to a computer to exchange information, but not just the monitor.
