I would like to sew it double with fleece material

Measure the length of your neck. Double it, and add 1 1/4 inch for the seam allowance, and this is your width. Measure the widest part of your head. Add 1 1/4 inch for the seam allowance (and maybe a little more if you're afraid of it being too tight). This is your length. Cut out a paper pattern with this dimension.

Be sure the fabric is preshrunk before you cut it out. Then, sew the ends together. Fold in half (right side in), and sew along the outside, leaving four or five inches free in the middle so you can turn the neck warmer right side out. Turn it, then stitch it shut.
