You need a licence from the Performing Rights Society. If you play copyright music (whether it's radio, CD or tape) without a licence, you will be prosecuted.
You can buy non-copyright musak to play without a licence, but that's pretty bland stuff more suited to lifts and supermarkets.

I thought the deal was you had to pay the PRS fee. That's the Performing Rights Society - artists/labels sign over a limited amount of control of their copyright to the PRS and the PRS distributes the fees to the artists in proportion to the music played.
When you hear a covers band in a pub playing other peoples' music and getting paid for it, that's legit because the pub has paid a PRS fee.
Pubs and cafes and everywhere get audited by the PRS occasionally. Some suit will wander in and check your pile of CDs, ask you what music you play, if there's a band they'll quiz them on their set lists. That's how they figure out how much to pay to each artist.
Oh yeah and old_know_all is right about the musak thing - that's a whole industry dedicated to producing royalty-free music for precisely this purpose - performance in public with no license fee. THAT is why the music in so many shops is so bleepin' awful. Cheapskates. Just pay the fee. The place I get my remaining hair cut has a reputation for playing fantastic music - and that's at least 20% of the appeal.

I think is is true. The Doctors Surgery my mum works at has had to stop playing music and the Radio as they were told they needed a PEL which was really expensive to get. I think this is absolutely disgusting!! However I think there might be a limit on how man people will hear it so if your salon is fairly small you might be able to get around it. Checck with the local council.

Sorry but yes, you are required to pay. If you want your customers to listen to the radio. They consider it as a part of your services, you supply the music/news to your clients and you have to pay. It seams unfair but thats the way it is. Sorry.
