If it says DVD-ROM, then it can only read DVDs, not write them. It can write only CDs.
Internal DVD writers are becoming quite reasonable. Buy one, preferably a DVD+/-RW with Double Layer capability, and replace the drive you have (it is simply a matter of opening the case, disconnecting the wires, releasing the screws on the old one and sliding it out, sliding the new one in, fitting the screws and connecting the wires as before).
You will also need DVD writing software - Nero 7 is very good and not expensive.

You have a combi drive by the sound of it, with DVD burners being so cheap nowdays I'm surprised manufacturers still but them in.
It simply means that you can burn CDs, play DVDs but not burn files to a DVD.
There are DVD burners around for less than £25:-

If you install this as well as your present one you have the advantage of doing disk to disk copies as well as being able to create your own DVDs.

If you download & run a small freeware utility program called "Aida32" from http://www.majorgeeks.com/download181.html
& click on storage & then optical drives or alternatively click on storage then on windows storage then on your drive, it will tell you the make & specification of your disc drive.
This program will also tell you about everything else that you need to know about your computer & the system
