Highlight the cells you want to border (columns and rows)
Go to:
Format
Cells
a window will pop up
choose the "border" tab
You can choose different line types and how they are bordered.
Click Ok when you are done and there you go

You can highlight what you want changed, right click, a menu will pop open, chose Format Cells, then the Border tab. Now you can chose the Style of the line, the color & placement.
OR
You can use the View / toolbars / formating (toolbar)

first, select the columns and rows that you want to have border.
find the Borders toolbar and select the type of border you want to apply.
If borders toolbar is not displayed, go to View, Toolbars, then check the Standard option so that the standard toolbars will appear.
