It depends but defenetly people who rub it in the faces of the less fortunate are not classy .They are proud and in my point of view think they are queens.classy could mean old fashioned.

"Classy" is a homonym for "stuck-up" so given that, then yes, so-called classy people do that. True classy people never call themselves classy, don't need to be told they're classy, nor surround themselves with people that call them classy.
