The word 'public' is a misnomer. Anything involving Phones in the US of A involves a commercial entity and a commercial entity will provide the least amount of service for the greatest amount of cost. However many would argue that if there a 'public' telephone service it would be just as bad.
In most communities the 'payphones' are deliberately over-price and offer 'adequate' service simply because the majority of commercial phone-service companies would be a lot happier if you would get a cel-phone.
Yes, 'public' telephones can be annoying but what is the alternative?

I get pissed when I forget my cell phone.

And I even get madder at the screwed up people who steal the phone books from the phone booths. hookers
