it depends on if it is millimeter or caliber.
caliber is the distance across the bore of the barrell from one land to another. (I.E. 22 caliber is .22 of an inch.)

now if the bullet is metric it is measured in millimeters. (I.E. 105mm is 105 millimeter across the barrel).

remember it is not the size of the bullet. it is the size of the barell which is smaller than the bullet.

Bullets are measured by diameter. Bullets larger than the 22 caliber are measured by diameter and weight. Take a .308 for example. It comes in a 165, 180 or 200 grain bullet. OK?

It is actually the diameter of the bullet itself--not of the casing, which may be larger.

The bullet fired by the M-16 rifle is only slightly larger in diameter than a .22 but it has a much larger propelling charge and the entire shell is much bigger.

.22 is the length of the diameter of the bullet projectile, and not the cartridge case which may be much more due to lots of propellant in it. The units of the number are usually in inches or millimeters. In this case it is 0.22in. You'd take some experience in this field to know whether it is in inch or mm as the numbers are usually quite fixed with their corresponding calibers.

Caliber is the distance from one side of the round to another, measure the barrel of a .22 cal rifle and it's .22 of an inch. A 12 gauge shotgun is measured as such, make one spherical ball from lead that fits down the barrel and 12 of them make a pound.
