Most computers are fast enough, but they get infected with different malware, viruses, etc, and it slows them down greatly, so no matter what you get make sure it's well protected with a good Internet security Suite. But as far as components go:
Min. of 512Mb of ram(ram is key to fast performance, the more you can afford, the faster it's likely to be.)
The Processor speed I recommend to be at least 2GHz, the more the better as well, but that should be enough to get you the speed you want.
The size of your Hard Drive depends on your needs. If you plan to store a large amounts of movies, and audio files, then you'll want at least 100GB, if that's not the case then you'd be ok with less.
If you want to play games, you'll need a decent graphics card, most computers can play most games out of the box, but if you're into high end, high intensity, modern games, then you'll need to upgrade the graphics card, most likely regardless of what you buy. A decent card can cost as little as $100, or even less.

Lastly remember that you pay for the name, so don't focus too much on any particular brand, but it's what's inside that counts.

I'd recommend a chip of either a Celeron or Sempron at least. Thats the low end. The chip speed should be at least 1.5 Ghz. Then you want at least 256mb RAM, although 512 is recommended because that will help you out in the long run. Then a hard drive minimum of 40gb. a basic graphics card will be fine. Integrated or just a 32mb is fine. Pick and choose whatever else you want. The OS is gonna be XP in virtually all cases.

it's a shameless plug, i know: but you can custom build a computer for far cheaper than you could from dell, and with better quality parts. i got mine for $444 that had performance that Dell's $500+ couldnt touch. They even put the computer together for you and test it extensively to make sure it works like it's supposed to.
