It was because of a young man from UCLA named Lew Alcindor (later Kareem Abdul Jabbar). At 7'0" he was so dominating that NCAA officials decided to impose the ban. It is sometimes referred to as the "Lew Alcindor Rule".

The dunk was banned in the NCAA from 1967-1976. The popular story is that it was done to prevent Lew Alcindor (Kareem-Abdul Jabbar) from dominating the game by taking away his signature move, which made him so dominate the year before the ban, but that isn't the real reason why. To quote UCLA coaching legend John Wooden: "(Alcindor) didn't cause the change," Wooden said. "The NCAA Rules Committee outlawed the dunk because of hanging on the rim, rims bending back, boards breaking and glass down.
So, the ban was put in place to prevent damage ot the equipment, and had nothing to do with trying to stifle Kareem.

One answer: Lew Alcindor, now known as Kareem Abdul Jabbar. I have my own question: if Lew Alcindor were white, would the NCAA have banned the dunk? I have one answer: No. The NCAA would've had no problem with a white guy shattering all kinds of basketball records. As with all other sports that banned Black and Brown people from participating during their early years, basketball was no exception in their quest to stifle minority natural talent. Not sure why it was banned. But man...what the hell would ESPN do today if dunking were banned? Considering nearly everyone of their basketball highlights are of dunks (as if you have seen one you have not seen them all). The dunk has become the most boring play in professional sports.
