To answer this question one must ask another question: "When did Rolling Stone have its widest appeal?" Definitely, in the past. Frankly I think it jumped the shark when David Cassidy appeared nearly nude on the cover.

I do not see it rebounding to its former glory--ever.

Not as good as it used to be. Has to compete with so much more now, so it compromises its integrity
