yes there is. Go to the state or country that you were born in online, example www.Virginia.gov, click on the link for Vital Statistics, it will have you fill out the information about yourself that you are aware of, they will send you a birth certificate which has you time of birth on it. Also if you know the hospital that you were born in, they may still have the record of your birth in thier archives, but that way is a long shot.

If you know the city of your birth you can order a new birth certificate. You can also, if you know the hospital that you were born in, can contact the hospital and depending on the hospital policy, they may have your birth record still available. But the best bet is to try and get a new birth certificate. Good luck.

Go to the county where you were born. They will have a Registars Office or Office of Vital Statistics where your birth was registered. The time of birth may be in that information. If not, they should be able to tell you which hospital you were born at and then you may be able to get them to search their records for you.

Write to the state you were born in to the bureau of vital records and statistics and order you up a copy of your birth certificate. The time you were born should be on there.
