Service Tax is charge on services provided by Service Provider to Party/Customer.
Bad Debt is an expense and not service hence no service tax is chargeable.

I think you are from India. The service tax is payable by you once the invoice is raised. Whether the debt has become bad is a matter of interpretation and accepted by the ITO, which is subjective and very much later to your payment of service tax.
In that sense, you would have already paid service tax on a debt, which has become bad on date.

In India, service tax is to be paid on the amount of received towards services bills. If you have raised any bill for service rendered and not received full / part amount of bill, you are not liable to pay service tax on the bill amount for which you have not received money. The Service Tax is not to be paid on bills raised but on bills realised.
