No. Everything Borat says is pure humor. The whole movie is a satire, that's what (supposed) to make it so funny.

Yes, he did say that. He is a boorish man from Kazakhstan, but he is just ignorant of our sophisticated ways here in the West. I know many womens who want to have 'sexytime' with him. High Five!

No, the guy who plays him is using humor to make a point about intolerance in today's world and how ridiculous it is sometimes.
