Call your local fire marshal, housing department, and health department. The three will put pressure on the land lady. I think you also hold some of the responsibiliity and need to take control of the things that are within your control...cleaning up, taking out the garbage etc. Good luck

Speaking on very loose laws (trying to encompass all fifty states), the bottom line is yes: you are liable. I hate to tell you, but you are. Because your dogs are your responsibility (like your kids, or your guest to the apartment) you are liable for any and all damages they would incur to the rental property. 700 a month seems a little steep, but I don't know how much you pay in rent, the extent of the damage, and (and most importantly) I am not a lawyer. You might try to calmly talk to your landlord to see if you can work this out, if there's a way BOTH of you could look for a method to to repair the damage, or if you could just do it out of pocket. I'd assume the hike in rent is in part because your landlord believes that if your dogs can do this much damage in 3 months, they will do FOUR TIMES the damage in a year. If all else fails, check on arbitration and/or mediation in your area. Many areas offer it for free. Oh, and the no-brainer is look at your lease to see if this is within the purview of your landlord; I'm assuming it is, but some leases do have limitation provisions that say the landlord can raise rent x amount or y amount, but that's kind of rare. A dirty place is not a landlord's responsibility (if you move out it will be). As a tenant you are responsible for your living conditions as far as living in a clean environment. Most of your complaints are your responsibility (sink, bathroom, toilet, shower, fridge, freezer).
A leaking roof or physical defects such as a cracked ceiling tiles, holes in the walls or floors are a landlord's responsibility.
Be sure to separate your complaints and mention the conditions the landlord is responsible for.

You already know what to do. MOVE OUT. This is obviously not an ideal place to live. There are tons of other available apartments out there. I recommend looking into www.craigslist.com for places to rent. You can even go so far as to look for temporary housing in a hotel/motel. At least you get yourself out of this situation and somewhere that is more sanitary, safer, cleaner, and more hygenic. Plus you pay daily and could move out whenever you like-- no contracts to sign.
Why wouldn't you be able to move out-- is it because of a contract?
Depending on where you live, you may be able to take your landlord to court. In WA state for example, there are certain landlord/tenant laws that the landlord must abide by. For example, the landlord must give at least a 30day notice before increasing rent. In Arkansas a landlord may choose to evict a tenant for any reason whatsoever, even if you are a model tenant.

you don,t say how old you are,so by your letter i am assuming you are young.What you need to do is act cool about it and as soon as you can break away you need to turn this woman in to the child abuse center,or ask for help from a social worker or school counsler....If they see the place they will probably condem it unfit for humans........If she steals your Moms money,does your Mom let her? Or you being there against your will ./or no place to go? We really need more details.......Call the child protective services...Seems as though your Mom is also abused.....They shouls have a crisis Hotline in your town,you don,t have to live this way sweetie,by all means get HELP!

A lot of the things wrong with the apt seem to be things that you should clean up. You can't blame the leaking roof for all of this.
Just why can't you move?
Are you young & living with your mother?
You should go to social services & tell them your problems.
Go to them & ask them what you can do.

Call your local state family services and ask for help if you are unable to do the cleaning. Do you have a Social Worker? Ask them for help. What does your Mom say? Have you told her? There is help for you, just ask.
