You will never know who this person is. I learned why this is from Plato, and I'll tell you now, too:
Let's consider the opposite for a moment. The most good person possible. Such a person would do good deeds to the best of his ability, even at his own expense. And what could be the greatest expense possible, except not only to work hard at his deeds but to also suffer for them in every way - to lose everything of any value, including material wealth, social recognition, and even ultimately his own life. The very BEST good person would labour on even knowing this would be his inevitable end and would be satisfied that even though he was scorned as the lowest of scum and treated only with disgust, yet he had done good.
And thus we can say the opposite for the greatest of evil people. While any evil deeds we can think of would be one thing, it only heightens the evil if the person who does them not only gets away with all his fiendish plans, but is hailed as a hero in the process while other good men instead take the blame. A terrorist and a murderer may be bad, I grant you, but how much worse is a respected leader who secretly sells out the people who trust him and causes many more deaths in the process?
Who are these greatest of saints and lowest of fiends? If we knew, there would probably be others who surpass them still that remain unknown. To accept a reputation at face value may be only to add torment to the good and injustice to the evil. Peace.

Osama Bin Ladden tops, after that, John Karr guy that needs to be locked up for even thinking and saying that stuff about little girls. And if we need a third the President of North Korea. And to think that all 3 that I have mentioned could, and some may have, make millions off of book deals for their preying on innocent people's lives.

Why does it matter? If evil were to be judged relatively, then most rapists could be considered saints. I'm almost apt to say something along the lines of let he who is without sin cast the first stone.
But either way, I'm pretty sure the founder of AOL is the most evil person ever.

One of the best questions that I have seen. My opinion is very strong on this it MUST be Osaaa ben Laden, the "animal" that planned the Twin Towers Massacre. Second place would go to all his admirers who want to copy him and kill the infidels all over this world of ours and PLEASE do not think it is just the USA and Israel they are after, Its the enire enchillada.
