I dont think the month you are born can determine your personality, it is impossible to only have 12 personalitiies in this world when there are 300,000 people in america alone. But perhaps it is like voodoo, it only will affect you if you believe in it. The two people in question will or will not be compatible by their personalities, which is a combination of their own nature and by being a product of their own environment.

Basically: yes. The two signs are very compatible because they are both water signs.
I have also seen that there are compatiblities with Taurus, Scorpio, and Capricorn.
There are many more things to look into though, especially when you get more indepth with birth charts. You can then do synastry charts, because sometimes uncompatible sun signs somehow make it: then you look at their synastry charts and it all somehow makes sense :)

well for me i am a pisces and i can only deal with cancers at a distance. The cancers that I have came across irritate the hell outta me. Its that chronic complaining that gets me.

Yes, both are water signs. But you are only talking about your sun signs. You need the whole chart to get the best interpretation...you can have charts done on line free..but the interpretation is not free.

yes, both are water signs. go to astro.com and they will give you some compatibility aspects between you two, not just your sun signs.
especially look at the relationships between your suns and moons and between your venus and each other's mars. This will tell you more than just sun signs
