Is there a certain way to apply eyeliner/eyeshadow or what color should I use?

If you want something else that will look amazing for dark eyes that is different than smoky..try this:
Use a light eyeshadow, beige/gold, bronze...something with sparkle but is a neutral color. Then put a nice medium line of black eyeliner on the top lid only. Bring the line out to the edge of eye...a little cat like. Then use a nice red or dark rich color on lips. Its a retro look that really makes dark eyes pop.
With dark eyes, you are lucky that you can carry most colors. Play around and find some shades that really bring out your eyes. If you have some flecks of gold ....play those up with bronze...

Smokey.
I use eyeliner around eyes, then I smudge it with a q-tip and add some dark gray eyeshadow.

oh my god! i have the thing for you! smokey eyes!!! use eyeliner(any colour will do, but match it with the eyeshadow), on top and bottom, and smudge it, then use a matching eyeshadow on the top of your eyelid...that gives it the whole smokey look. you can do black brown, green, gold, and type of Smokey eyes!
it'll definitely look sexy and mysterious!

use your eyeliner on the very part of your top lid where the eyelash begins and then smudge it a little....then make sure you put your mascara on in two even coats, top eyelashes only....you can use browns, keep it neutral for your eyeshadow..

eyeliner on the bottom and dark black (make it look smokey) eye shadow works for me

I have heard that plum colored eye makeup really brings out brown eyes.

i like almay play it for browns.
with black or purple eyeliner.
if you are like me and have medium skin coloring.
then the green one willl look good too
