In wartime, troop transports often use "hot bunking" each bunk has three occupants, they each get it for 8 hours of the day.

Why not use the same method to accomodate prison inmates? Three shifts, one sleeps, one works, one has time to read etc. We don't really need a Constitutional amendment about gay marriage, lets have one that defines what exactly "cruel and unusual" punishment is, and what it is not. Opinions?

Almost all city jails are overcrowded and use some sort of rotation like that, unless they just make people sleep on the floor.

Actually, they do use that method in some parts of Russian prisons. The worst cells - holding cells and worse contain so many people they all have to stand up and sweat together, lice crawling all over them. In better cells (like those for common criminals) they rotate sleeping shifts. If you're in an elite cell, you don't have to share your bed and you might even have 3 or 4 refrigerators.
On submarines, I heard they rotate shifts too.

First of all you probably dont want 1/3 of the prison pop up and roaming around at night creating unneccessary work for the staff and creating more opportunity for problems.

As wonderful as the idea is, it would never work because of medical reasons. With HEP C, HIV, crabs, scabies, and especially Staff infection running rampant in the prison systems today, and these being so contagious - it would violate tons of civil and medical rights.

who can sleep during day time ? how about idea of open jails, where they can work day times, & sleeps during nights. !!!
